- Control of Corruption
- Government Effectiveness
- Political Stability
- Regulatory Quality
- Rule of Law, and
- Voice and Accountability

By the above measures, Gloria Arroyo compares poorly with her predecessors as well as with her contemporaries in the other 212 countries being measured.

I notice though that government effectiveness is stabilizing in spite of the downward trend of all the other indicators.
How is that possible? What criteria were used to indicate govt effectiveness is stabilizing while the rest were not exactly plunging but below the -1 mark?

Hi Anna, thanks. The criteria for government effectiveness as well as the other governance dimensions are listed in the pdf formatted report.
My understanding is that the values for each of the six indicators have been arrived at independently. The value, which ranges from '-2.5' to '+2.5' depends on how a particular country compares with all the other countries being measured within that particular area. So in the area of Government Effectiveness, the -0.1 rating means that the Philippines has a less worse standing with respect to the other countries.
Hi Schumey, i agree. Reality has turned out to be very different from GMA's 'branding'.
